AI-Facilitated Sexual Violence: Child Sexual Abuse Material (CSAM)

AI-generated CSAM refers to the creation of child pornography using AI software, where children’s faces can be imposed onto sexually explicit content. It also includes AI chatbots pretending to be children, as well as artificial photographs, videos, and audio recordings.

The Problem:

  • Synthetic Imagery: Entirely computer-generated explicit content involving minors, created without direct human subjects. This software can generate ‘fake’ children or use existing photographs of real children.
     

  • Rapid Creation and Distribution: AI enables perpetrators to produce highly realistic materials rapidly and in large quantities.

  1. The National Center for Missing and Exploited Children received 4,700 reports of AI-generated CSAM in 2023.
     

  2. 70% of AI CSAM circulates on the clear web, meaning it’s easily accessible via social media platforms and forums.

  • Challenges in Detection and Law Enforcement: AI-generated materials complicate law enforcement investigations and prosecution due to legal unknowns and technological sophistication.

  • Mass Distribution and Accessibility: Online platforms and encrypted channels allow rapid dissemination, complicating removal and increasing victimization risks.
     

Potential Solutions

  • Enhanced Detection Technologies: Governments and tech invest in and develop advanced AI detection systems to identify and remove harmful content quickly and effectively.
     

  • Clear Legal Frameworks: International law needs to establish precise legislation globally that explicitly criminalizes AI-generated child sexual abuse material.
     

  • International Collaboration: Countries can work together to increase cooperation among law enforcement, tech companies, policymakers, and advocacy groups worldwide.

  • Victim Support and Prevention: Fund and implement education, mental health resources, and supportive networks for victims and at-risk groups.
